NOAA NESDIS/STAR Ocean Winds Team — Products & PersonnelThe Ocean Winds Team (OWT) develops, validates, and operationally transitions near-real-time (NRT) satellite and airborne ocean surface wind and related geophysical products derived from microwave radiometers, scatterometers, and GNSS-R instruments. The portfolio spans more than 100 individual products across current NRT operations, archived past missions, and instruments currently in pre-operational development. Products support the National Hurricane Center (NHC), Ocean Prediction Center (OPC), Alaska Weather Forecast Offices, and allied agencies. The tables below document each product group with links and the team members responsible for management, scientific architecture, development, and operational support. Developer of NOAA's original SSM/I ocean EDR, NSCAT, and ERS-2 OSVW products — the foundational work on which the current OWT portfolio was built. Zorana Jelenak, PhD Science LeadNOAA NESDIS/STAR · UCAR/CPAESS Electrical Engineering, Remote Sensing Science lead and product architect for all OWT products. Conceived and directed development of the full NRT satellite and airborne portfolio; lead design of product calibration and validation. Science leader for annual NOAA P-3 hurricane and winter extratropical cyclone campaigns, designing science objectives, flight patterns, and instrument configurations. Lead developer for QuikSCAT and WindSat products. Works with NOAA partners and the commercial data sector on integration of their data into government operations. Team member since 2001. Covers standard-resolution and UHR products, directional ambiguity fields, ice imagery, and model-bias monitoring. Joseph Sapp, PhD Lead DeveloperNOAA NESDIS/STAR · GST, LLC Electrical/Computer Engineering, Microwave Remote Sensing Science architect and developer of all airborne remote sensing products from the IWRAP and KaIA instruments on the NOAA P-3 aircraft. Develops NRT retrieval algorithms, 3D wind and reflectivity products, calibration/validation algorithms and tools, and the interactive processing software used during operational hurricane flights. Suleiman Alsweiss, PhD Lead DeveloperNOAA NESDIS/STAR · GST, LLC Electrical Engineering, Microwave Remote Sensing Directs and architects advanced remote sensing solutions, specializing in passive microwave sensors. Leads the calibration and validation (Cal/Val) of sensor and environmental data records, ensuring radiometric accuracy, consistency, and long-term stability. Drives the development of radiometer-based products and retrieval algorithms supporting both operational and research applications. Brings extensive multi-mission expertise with a strong emphasis on transforming complex Earth observation datasets into high-quality oceanic and atmospheric products. Provides operational and scientific support for all IWRAP-derived products during active hurricane and winter storm campaigns. Tropical cyclone aircraft operations specialist.
